No. Because Vehicle codes and driving laws vary the renter must present themselves and all necessary documentation (i.e. valid driving license, proof of age and identification) at the actual location where the vehicle is to be driven. Also different rental agencies have their own payment policies.
In general anyone who wishes to rent a motor vehicle must have had a valid driving license, issued by the recognized authority in their country of citizenship, for a minimum of one year.
For car categories A,B and C the driver must be at least 21 years of age. For all other categories the driver must be over 25.

Option One Pay in advance for the fuel and bring the car back empty. Our Organization will fill the car, regardless of how much fuel is left in the tank, credits will not be given for unused gas.
Option Two If you do not know how far you will be driving, but plan to stop for gas, do not pay our Organization in advance for gas and return the car full to avoid any refueling service charge.
With the exception of the luxury categories car rental reservations are made according to category or group and not specific makes or models. Specific models pictured or mentioned are used as examples of the type of car you can expect. In the event of limited availability our organization reserves the right to substitute vehicles of similar or superior standards or from a more expensive category without any additional charge to the renter.

When you pick up your rental car be sure the rental agency writes the local phone numbers for the police, road service and an emergency contact number (usually cell phone) for someone from the agency. In the case of an accident you should immediately call the police to report the nature and location of the incident and the name of the agency you have hired the car from. Then call the agency emergency contact so they can report the incident to their insurance carrier.
